You should have that requirements if you place DEV300 as QA in the logical component which is relevant for the SolMan project you are using for CHARM.
DEV100 = Development
DEV300 = Quality Assurance
QAS100 = PreProduction
PRD100 = Production
The flow would still be slightly different but I don't see why that would be an issue.
DEV100 --> release task
DEV100 --> set to be to be tested --> TOC gets created and imported into DEV300 (auto import job for this client)
DEV300 --> test is successful --> transport request gets released --> auto import job imports into DEV300
--> once that happens, the request will be in queue QAS100 and Change Doc would be in state successfully tested
Import into QAS100 can then be done through the use of Preliminary import for example.
Of course you can customize / change the flow like you want to have it. The above is following SAP standard flow .
