You should run the ASU steps in client 000 with user DDIC.
SAP note 100009 explains the cause of this message:
100009 ASU Toolbox 2008
"Integration in the SAP Upgrade
In this use case, the XML file is already provided in initial
form by the SAP upgrade process and is automatically updated by
newer versions, if available.
The SAP system upgrade requests the user to process the ASU steps
in a new preparation upgrade phase or follow-up upgrade phase."
Have you tried to run this transaction with "/n" in front? If not, so
please try the following commandos:
/n/ASU/UPGRADE
/n/ASU/START
