See SAP Note: 1142479 & try the following (in no particular order):
- Check if the TAO NT Naming service is active on the SBO Server (My Computer --> Manage --> Services). If the service is stopped then right-click on the service --> Properties & set it to auto-restart. A stop & re-start would be necessary thereafter.
- Check if there is maybe a firewall setup on the licence server machine with port inclusions/exclusions. Note 960879 may apply then.
- Check if there is any firewall setup on the client or anti-virus. If there is an anti-virus, check the anti-virus logs when the pop-up rears it's head. Or check if there is any port blocking in the firewall settings.
- Try removing & re-installing server tools
- Enable the 'write to log' function in the Licence Manager settings & check what's written to the log file (if anything) when the pop-up appears.
- Do a trace on the Windows Event Logs of the client machine when the pop-up appears (Application log, Security log & System log). For accessing these logs see URL: [http://support.microsoft.com/kb/308427]
Maybe try the checks relevant to the problematic client first before the server related checks. It looks like the problem might be on the client itself
